i can't install a program

this is a brand new program i'm trying to install.
mid way through installing it a window comes up with the title in the left hand corner
-16 bit windows sub system
with the message
c:/windows/system32/autoexc.nt. this system file is not suitable for running ms-dos and microsoft application.choose close to terminate the application.
i have another program on the p.c that has been fine but also comes up with the same problem,i have uninstalled it and reinstalled it with no luck ,i've downloaded new versions/updates as well with no luck,always the same message.
can you help?
