I can't get into Business Contact Manager

Hi,

I am having a problem with Outlook 2003 and BCM.
When I open Outlook, I get a message saying:
CiceroUIWnd Frame: outlook.exe Unable to locate command

After about 5 clicks on OK, it stops. Business Contact Manager has a + next
to it, but if I click to open it, I receive the following message:
failed to start because mscoree.dll was not found
Reinstalling application may fix the problem

I have uninstalled MS Office Professional and reinstalled it successfully.
I have attempted several times to uninstall, correct and reinstall the BCM,
but every time I do, it stops and gives me the following error stating that
the installation failed due to the SQL Active Directory Helper SErvice not
being found.

I don't know what to do. I have searched my hard drive for the mscoree.dll
file, and it shows that it is there.

Any suggestions? I am desperate to get this fixed.
