I cant download anything or change settings

I changed a bunch of stuff on my computer and didn't like it, so I did a system restore to before all the changes. Now, when I go online I can't download any files. I can't change the Internet settings on my computer. I can't change anything on the desktop either...background, screensaver, etc. Any advice would be greatly appreciated. Thanks.
 
Did the restore put you back to a point where you did not have an
administrator account?
