I cannot open an URL web link contained in an E-mail

I cannot open an URL web link contained in an E-mail.
i.e. Clicking on the link on the E-mail page has no effect.
 
What version of Outlook are you using? If it's OL2003 with SP2 installed you
might be encountering the phishing filter
