I cannot access secured sites in my computer

Back on September 2003 my computer had a virus so I
called the microsoft support group and we activated the
Firewall. My internet service was then MSN. It was around
Dicember I could not access my internet connection it
kept dialing up. Then I switched to DSL but now I get to
the main internet pages but I cannot get my e-mail or pay
my bills. What I should do?
 
In Internet Explorer -
1. Tools > Internet Options > Advanced
2. Scroll down to the Security Settings.
3. Make sure that the two boxes are checked that say
"Enable SSL 2" or "Enable SSL 3".
Try your secure sites.

Go to start/run
Type in: regsvr32 softpub.dll
