i can t edit win.ini in windows vista . a windows pop up told me that it can
t find win.ini path why?

What are you trying to accomplish? There is no win.ini (or system.ini)
in Vista. Here's an article by TechRepublic about Vista's System

The files do physically exist. They are for 16 bit application support.
