I can send, but not receive emails

I just installed Outlook 2003. I followed the set-up wizard to add my paid
msn account. I am able to send messages, but I am not getting messages when
they are sent to me. I have used the F9 command, hit the send/receive
button, and set my computer to go out every 5 minutes and look for messages.
But, I'm still not getting anything.
