I can not download from the internet

I have windows xp home edition, It will not let me down
load from the internet, what do I have to do to get it to

Check your Settings/Preferences/Download in your ISP
Click to expand...
(Internet Service Provider) setup. This is NOT a WinXP
problem. Your download location has not been designated.
