I am missing 3 weeks of email from my Outlook 2003.

I have only been using Outlook 2003 for about a month now and all of a sudden
I am missing 3 weeks worth of emails. Could it be in an archive somewhere?

It could be, but Archive usually acts on older, not newer messages. See
FIle>Archive to locate where Outlook is storing the archive PST and, if it
is defined and archiving enabled, open it with File>Open>Outlook Data File.
 
after following Brian's instructions, make sure to turn off the
auto-archiver, and make sure that no one else has access to your email
account. If you are also accessing your email from another machine, make
sure any that says "remove read messages from server" or similar is turned
off.
