I am able to send Emails but cannot receive them, Why?

In attempting to receive mail through Outlook 2003, I am receiving a reported
error (0x8004210e):Your mailbox is temporarily unavailable because another
email message is being delivered or another mail application is accessing it.
Server respond:-ERR box locked [Inactive]. I have been having this issue for
2 days and have tried the usual.
I would be greatful for any ideas in resolving this problem ASAP.Thanks!
 
Did you set up more than 1 profile? If so-Delete one of the profiles. You
should try the Detect & repair option on the Help menu. Make sure you are not
running 2 instances of Outlook. Use Task manager to check. Don't have any
handhelds attached like a pocket pc.
 
What mail server are you using? ISP? If yes, then contact them to see if
there is aproblem on their end. You can also try logging in using their web
interface to see what is happening with your mailbox.
