HTTP Error 403 - Forbidden

I recently installed the security update KB832483. Since
then I have been unable to download files from web sites
(all except "Windows Update"). On each attempt I receive
the following <<<HTTP Error 403 - Forbidden
Internet Explorer>>> What does this mean? Why do I get
it? How do I fix it?
