HTML Window not showing

When I go into certain websites, I keep getting the blank window with the red
cross in the top left hand corner. when I right click in properties, it says
its a html doc. My sys is blocking it somewhere but I cant find where. Can
anyone help.

I think I have the same problem in webbuilder from Lycos.
The second toolbar is showing these red crosses. In
properties it says it is a cgif file.
Sofar the lycos helpdesk was unable to help me because
when they open my webbuilder site everything looks normal.
So my system is also blocking somewhere.
I hope you get an answer that also helps me.
