HTML help won't work in Windows explorer

I get the error message ( ! This operation only functions with HTML help).
Any suggestions on how to correct this problem?

Enable the Help and Support service. I do that by opening the Start
menu, then going to Programs, Administrative Tools, and clicking on
Services. The Help service is listed in there. Right click it, and
choose Properties - Startup Type. If it says Disabled, change it to Manual.
