Html emails stripped down to plain text

I have two users for the company I work for that are trying to send
html formatted emails to eachother they are using Outlook 2003. Now I
know all the security issues and stuff that comes with it but they are
the bosses and thats what they want.

So when User A sends an email to User B the html is stripped out and
its put into plain text. But when User B gets html emails from others
they can see it in html. User A can recieve and read html emails from
User B just fine.

So my question is who has the problem User A or User B and what is the
problem? Then how do you fix that problem?

No they emails end up in the inbox with all the other email, except
that they are stripped down to plain text.

Here's my guess. Both users are using an Internet account (as opposed to an
Exchange account). User A has User B in his Contacts and that contact
record is configured for Plain Text sending. Have User A open the User B
contact record, double-click the email address and see what the "Internet
Format" drop-down says. I'm betting it says "Send Plain Text only".
 
When I double-click the email address a new window pops up and I have
looked all through this window trying to find "Internet Format" and I
don't see it there.

So first I would like to say thanks to Brian for his advice, that fixed
it. But, the wierd thing is we got lucky with that one because some of
the users contacts come up with the window as Brian described but
others come up with a window with multiple tabs and that is mostly
greyed out that doesn't have the "Internet Format" option. Any Ideas
on that, I was thinking updates but when one users contacts is split up
like that its not like one user is upgraded so they have this menu and
this user is not upgraded so they don't have it. Its the same users
contacts so rather confusing. If I find the answer I will post it,
thanks again Brian saved my ass :).

The latter are addresses that have GAL entries.
