HTML email in Outlook 2004

When I reply to a Plain Text email in Outlook 2000, I can chose Format/HTML to reply in HTML. In Outlook 2004 for XP, there is no such menu choice. Thus, in Outlook 2004 email, how do I reply in HTML to a Plain Text email?
 
Outlook 2004? Don't you mean Outlook 2003?

Are you using Word as the e-mail editor? Then you can set it next to the
Options button on your Toolbar

Just so that you're aware - if someone sends you a message in plain
text, it is inappropriate to reply using HTML. They're sending plain
text for a reason and you should respect that choice.
