HP Pavilion mx 703 Monitor

Since I am at my wits end I am hoping someone can suggest
a solution to my problem.
In june I purchased the subject monitor & ever since I
have been having problems with focusing pictures from the
internet. I have had the video card checked, the monitor
has been back to HP twice & both times returned to me
with the same problem. I have had the monitor checked on
friends system & appears to be O.K. I have even purchased
another new monitor but the problem remains. I have
concluded that the problem must be with my processor &
it's settings but I have had people look at it but again
no results.
If there is anyone out there who could offer any
suggestions they will be my friend for life,

Sounds to me as if it the video card or the MB slot that the card plugs
into.
If it is a PCI card plug it into a different slot.
Try a different card.
Look on the video cards manufactures website for updated drivers.

I'm not clear on two things: are local sources (like
Windows screens themselves and local applications) okay,
while anything on the internet is not? Or are web pages
clear and picture files downloaded on the internet blurry?

If anything is clear, I think we can rule out the
monitor. (That it works okay on another system makes me
think that anyway.) If everything locally is clear, but
the internet is blurry, I would suspect the video card
driver. If the downloaded pictures are blurry but
everything else is okay, it might still be a video driver
issue but I'd try using a different application to view
them. (I assume - there I go again - those pictures are
clear if printed.)

You don't happen to have some kind of "internet accelerator" software
running to "speed up" the connection by reducing graphics do you?
 
I really can't thank you enough success at last if there
is anything I can do for you up in the wilds of Canada
please do not hesitate to ask. Again many, many thanks
for your superior knowledge...your a genius at least I
can now let my hair grow back.
