how to unblock an e mail address?

How can I unblock someone's e mail address so I can receive e mail from them?

Do you mean that the Junk E-mail filter is moving their mail? Have you added
them to the Safe Senders list in the Junk E-mail configuration (Actions menu
 
I don't find them in the junk mail folder either. It's a weather alert and
they claim that they cannot get e mail to me. I received those alerts for
years. I don't know their address though and couldn't add them. I may be out
of luck.
