How to turn off cap lock balloon message

anyway to turn off the cap locks balloon message upon
logging in?

I use an old mainframe system that requires caps to be set
to on, and I find the constant warning message when
logging on annoying. Is there a registry vale that can be
reset??

Tweakui has an option to disable balloon alerts.
