How to tell if all apps are loaded?

Is there a way in vb.net 2.0 to detect after the computer has started, that
All apps are finished loading on startup?

No I don't believe so - Windows is a multi-threaded system, so things are
happening all the time.

What sort of scenario do you see the need to detect when everything is
loaded?
