How to stop the Documents & Settings dialog appear?

The documents & settings dialog apprears frequently and automaticaly even I
close it each time. It doesn't look like affected by virus. Can you help me
on this? Thanks!

What "documents & settings dialog"? Please be more descriptive and
include text of the dialog.
