How to stop taskbar grouping win2000

Oops, no it doesn't, how did you get it to do that? Is it only happening
in Office applications? Office 2003 perhaps? If so, in the application
Tools, Options, View (windows in taskbar)
 
I don't know how it got that way. One of our user's just reported it was
grouping and they did not like it because it effected the Alt/tab function.
 
All I can think of is that maybe Office 2003 applications are "grouping"
the open documents, but the "OP" was secondhand info.
