Excel 2003.

I'd like to restrict F1/Help to just searching the local help file. For
example, with a stupidly simple example:

=vlookup

Press F1
Assistance appears, then if you hit the green arrow it goes to the online
mode and searches the web.... really a pain. Esp. since my firewall blocked
the search and thereafter Excel simply crashed.

Try:

Help|Microsoft Help|Online Content Settings|Online Content Category
Turn off what you don't want.

Press F1
At the bottom of the Help task pane, click Online Content Settings
Remove the check mark from Show content and links from Microsoft Office
Online
Click OK
Close the Help task pane.

What's the accepted way of doing this prior to a release across numerous
users ? Is there a registry setting here ?
Personally.. the more Microsoft releases these hidden 'gota use the
internet' features, the more distrust will arise.
It's unnecessary... and I'm now wondering whether they can be sued for costs
incurred for automated telephone calls to ISP's now...

If I were sharing this information with other users, I'd send out an email
describing what you did.

I wouldn't presume that everyone wants it off--or that everyone is competent to
fiddle with the registry.
