How to stop a process from ever starting

When I use Internet Explorer I receive random pop-ups, but they are not opened in an explorer window. I know what process makes this happen but I do not know how to make sure this process does not start up again. I know it can be done but I dont know how. Can anyone help?
 
What process?
Is your computer protected with a firewall??

Why not just use a pop up stopper?
