Shutdown.exe is a XP utility that will do that
at the commmand prompt use
shutdown /?
to see how to use it.

You're post is not clear. What do you mean it won't shut down? When
you go to start | shutdown what happens? I have included a link to a
shutdown troubleshooter. Also listed is a link for making a good
newsgroup post. If English is not your native language you might want
to post your question to a newsgroup in you language. I have included a

Go to Control Panel | Power Options or Control Panel | Performance and
Maintenance | Power Options. Is there an APM tab? If so click on that
and enable APM.
