How do you setup the 2nd monitor with a full screen?

The primary monitor is ok - has a full screen, but the second monitor does
not!?

Not sure what you mean. You change the resolution, etc in the same way as
you do your primary monitor.
 
Depends whether you are using Dual mode via win or Dual mode as supplied by
your video driver, in which case its a setting of your vid driver dual mode
options
