how to set up my web page to allow people to join as members with.

I am new to web designing and I would like to have a members section. Allow
people to join my website with a user name and password se they can access
members only materials. Can some help me.

User self registration (for anyone) is only available in Unix servers and if your host allows it, or and server side code like PHP
For Windows server you will need a Database solution and server side code (ASP)
