How to set page fault level?

I recall reading an article, years ago, that mentioned that by default
WinNT 4.0 would start paging when RAM was 25% used – or somewhere in
that low percentage range. The article went on to describe a registry
tweak that allows a user to define the point at which paging should
start occurring. Of course, I can't find the article now…. Is such a
registry tweak still possible in Win XP? I would like to try it
instead of the controversial approach of configuring WinXP not to page
altogether.
