How to set different email clients for different users

In the Internet Options window (accessed from Control
Panel) there is a tab where you can specify what
applications will be used for email, news, etc.

Currently on my Win XP Professional system any changes
made to Internet Options apply to all user accounts. For
example, whenever Outlook is set as the default email app
in one account, the change flows to other accounts.

How can Win XP be configured to allow different internet
options to be set for different user accounts?

I checked the profiles of the user accounts and they had
their own local profiles.

Config info: Win XP Pro with sp1, stand alone PC with
dialup connection to internet.

As far as I could interpret, you cannot, for the default association, have
different Email apps in the way you describe:
