how to set a doamin user belong to the local administrator?

hi everyone:
when I join a win2000 server to a domain,i found when i set the domain
user which has been set to belong the local administrator,it has to rights
as the local administrator .while the win2000 pro could.how can i do?

This question is asked about five times a week in this news group and about
10 times a week in the Group Policy news group. I would suggest doing a
search in this news group for Restricted Groups. This is your solution.

However, I would have to strongly advise you to rethink this. To what
problem is this the solution?
