How to Restrict one account for creating account

How to Restrict one account(administrator) for creating new account.


I am using account A(admin) and how can I prevent the other account B which
is also admin from creating new account?

I don't think that you can. Being able to make accounts is a default right
with admin accounts. I don't KNOW of a way to do so even with a third party
application but I don't know everything ;) and I'm always willing to learn.
Perhaps account B shouldn't be admin?

Hi,

Basically, you can't. Another administrator will have the same rights as
you. That will include the ability to undo any restrictions you try to
place. To disallow the other user from overriding you, their level of
privilege on the system must be lower than yours, meaning they cannot be an
administrator.

Remove that account's administrative privileges.

Thanks for the solution. Actually I had to cahnge account B from user to
administrator because I had accidentaly change the ownership of the documents
and settings folder located in C: . I had also turn off the system restore in
xp. How can I made it back to original state because when I set account B as
normal user, it cannot access most of the programs.(because I had mistakely
taken the documents and settings folder ownership)

Since it is my mistake of changing the ownership of account B's documents and
settings folder & turned off the sys restore, account B cannot access to most
programs when I set it back to "user" . Any other ways of solving this?

Temporarily set Account B to administrative privileges, log in using
Account B, take back ownership of the desired data files and set their
permissions such that Account B will be able to access them as a normal
user, and then remove Account B's administrative privileges.
