If the users have only "user" rights on the local machine (are members of the local "users" group) - then they cannot install applications. If the users are members of the local "administrators" group - then you just gave them full rights - no matter how you try to limit them.

I'm not sure why people don't understand the concept of being a computer administrator but the simple answer remains: Don't make them admins if you want to restrict them.
