How to restore "Help and Support" service

I swear, someone or someones have been messing with my computer. I am
having a problem with about:blank hijinx.

Anyway, I want to set a system restore point for my XP Pro, and I
usually access that through the Help/Support feature that I access
from the Start button. It was functioning fine weeks ago. I went to
access it and got an error message that says: Windows cannot open
Help and Support because a system service is not running. To fix this
problem, start the service named "Help and Support."

How do I access the program that will turn that on?

Please note, I did not turn this service off.
 
I got the Help and Support working (administrative tools) but now I
can't find a way to access SYS RESTORE.

I try to access it from the Help and Support Center, and can find an
article on how to restore the point. It says to hit the NEXT button.
There is no NEXT button on the screen.

I accessed the Sys Restore TAB from Control Panel > System > Sys
Restore, and I do not see a button to adjust the settings.

How can I get in there? I think my system has been tampered with and
I'm curious, is there a way hijackers can change these settings in my
computer? Is there a solution short of reinstalling XP clean?
 
Do you have Ad-Watch running and blocked a registry change? This
happened to me a couple of days ago; It broke all my links making my
system virtually unusable. Fortunately, I had a two day old backup.

Try this:

From Start>Run type

services.msc

and scroll down to the Help and Support Service. Make sure that it has been
started and is also set to 'Auotmatic'.
 
NO, I don't have that program. I have no new software since the last
time I did a system restore. The newest installments I have are the
Service Pack2.
