How to restore deleted ncneio.exe file

I deleted a file like this and now I can't open any shortcuts off of my
desktop. How can I get the file back so that I can open files?
 
Don't think that file has anything to do with your desktop shortcuts.
Right click on of your shortcuts, select Properties and see if the correct
path is in the Target: dialog box. The Target path should reflect the
location of the app's .exe file. Also, try creating a new shortcut and see
if it works. Post back with results.

The "target Type" says application

The target location says Microsoft Office 2000 Premium but the box is greyed
out if that makes any difference.

The box called "Start In:" is blank

I tried a new one from an excel file and the new one works.
 
however, I tried to recreate a shortcut from a game I have but it didn't
work. I found the exe. file and right clicked then clicked copied and pasted
the file onto my desktop. When I clicked on the shortcut, I received a
message that said "windows cannot find c:\documents and
setting\user\desktop\Interactive Parables.exe.

I don't have the CD anymore so I can't just re-load the file.

I'm not sure what you mean when you state you "deleted a file like
this...". What file did you delete? ncneio.exe comes up with no hits
in a google search which means either you misspelled it or it's malware.

There were two files that I found using search. Both had the ncneio prefix
one was and .exe file the other wasn't. I was able to delete the other file.
I tried to delete the ncnieo.exe file but I wasn't able to delete it. Right
after i deleted the first file I started having this problem with all of the
shortcuts.

I don't know what that file could be or what it's associated with. To
start with have you done a thorough scan for malware in safe mode using
a combination of programs? What AV program are you using, and does it
have up to date definitions?

What happens when you double click a shortcut on the desktop? What
about shortcuts in other folders? Create a shortcut to a known working
program. Does that new one work?
