how to resize pictures and email without using outlook.

Wanted to email photo's, but not use MS-Outlook, I don't
have an acct. I tried and did send via AOL, but counldn't
resize the picture, any help?
Also, when you transfer a picture to 'my pictures',
will it stay in pc, until YOU delete it?
