How to resale windows on new built PCs

Hi I wonder wether anyone can help with this one. I am starting my new business with computers. However this is all good to sale a computer with an operating system. My problem is I have no rights to sell any machines with an operating sytems such as windows xp, if I have not a valid licence. Would any one point me to the right person, department within microsoft to see how I can apply to have this privileage. Thank for your help.

You can simply buy Windows XP for each computer or something in the
System Builders may help:
