How to report a bug?

Some things are obviously bugs, not 'features.' Why is there no clear path
to reporting an obvious bug? Provide a link to Send Bug Reports link, either
in the Help menu or on the Contact Us web site. (If such links exist, they
are not readily obvious.)

post it here and let the experts try and reproduce it
I doubt MS would be interested in your bug reports

when posting a bug, provide details of your hardware and software version
describe in detail how you discover the bug and were you able to reproduce
it everytime or simply at random the bug shows up
