How to rename a file with new extension

Hi,

I am wondering if there is a way to rename a file with new
extension (for example from ABC.TXT to ABC.DOC) in Windows
Explorer?

You can rename it to anything you want, but doing so won't change what it
is. You'll just end up with a text file with an incorrect extension.

If you need it to *be* a .doc file, you could open it in Word, then save it
as a doc instead of as a text file.
 
Sorry, I didn't mention clearly at the first post. What I
meant is how to give a file with new file type. I did try
on Window Explorer to rename it but counld not change the
file type.
 
You were clear, and that's what I answered. Renaming a file doesn't change
the file type. You'd have to open it in a program that can use both file
types. Open it in the file type it is, save it as the file type you want it
to be.
 
The file type should change. If the type is different, you will get a
warning about changing the extension. The contents of the file will not
change, but Windows should display the icon for the changed file type.

Do you have the file extensions showing?
Are you right clicking and choosing rename?
