How to remove old accounts' folders

I've got Win XP Media Center version 2002 Service Pack 2.
I have recently reinstalled the system but without removing the old one.
What came up is that now i've got some folders in Doc. and Sett. folder, that
belong to some old accounts from the old system. I want to remove those
folders but I've got the message that an access is denied. Neither can I
enter the folders. I tried to remove those in Safe Mode, logged as an
Administrator but it didn't word either.
It looks like those folders are empty anyway, however when doing
defragmentation I discover a reference to a file in that folder which was 3
Gb big, so it looks like some stuff in that folder might be taking a lot of
space. How to get rid of that junk??

Rebooting the machine and logging on as administrator is usually
sufficient to get rid of these folders. If this does not work then
you may have to seize ownership of them. Click Start / Help if
unsure how to do this.
