I created the document with lot of modifications. In the
track changes mode there is a large number of deleted and
modified paragraphs, as well as comments. I tried to
delete it, but the size of file did not change.

How to remove all track changes in a way to get document
with a lower case?

If you have Word 2002 or 2003, display the Reviewing toolbar by clicking
on View | Toolbars | Reviewing, then click on the little black
downward-pointing triangle to the right of the "Accept Change" button,
and click on "Accept All Changes".

To get rid of all of the comments too, on the Reviewing toolbar click on
the little black downward-pointing triangle next to the "Reject Change"
button, and click on "Delete All Comments".

What do you mean by "get a document with a lower case"?

I've ment to get a document with a lower size, now the
file has 3 MB, and I estimate to get a file with 1.5 MB
when I delete all changes and comments.

I've accepted changes and deleted comments, in the way
you suggested, but there is a list of the reviewers in
the document yet.

I also started to copy -> Paste special unformated text
in the blank document and to apply styles to the
document, and it seems that size of the file would be
lower than 1MB.

Is there easier way to do it?

We have had file size issues here at work too. Here's how
we got around it: In tools, options, save, check the
following boxes-
embed true type fonts only
characters in use only
do not embed common system fonts

Files that were 3MB went down to 20kb - amazing difference.
