how to put text over clip art picture

i am trying to send an email with a full winter picture and want to put a
message over the top, i can do this using a text box but would rather have
just the text.

Hmm, sounds like a question for a Word newsgroup since that's what
you're using to compose your e-mail. Have you pressed F1 in Outlook and
yet searched on "template" or "insert background"? Finding the same
functions in OL2007 became a bit more convoluted (or different) than in
prior versions; see http://www.msoutlook.info/question/85. You never
mentioned WHICH version of Outlook that you use, and different versions
exist because, well, they are different.
