How to put outline around each page ?

We want a box to outline each page... with all of our text inside it.

Is there a way to have "layers" in word so we can draw a box around the page
on one layer and have the normal text on the page on another layer?

Or how shoul we do this to have full Word functionality for the text?

Have you tried Format | Borders and Shading | Page Border?

This isn't anything complicated. Go to Format > Borders & Shading,
click the Page Border tab, and select the style of border you want.
The border won't interfere at all with the text.
