How to prevent web access in Windows Explorer?

I'm not sure why Microsoft built a web browser into the Windows explorer
in the first place, but can someone tell me how I can disable this
capability?

I want to be able to control access to the web for various users, and up
until now I've been doing it with security settings on iexplorer.exe
etc. (until I found out about this back door).

You are better not to focus on controlling individual programs. All a
user would need to do is install another browser or internet-access tool
to get around whatever you've been doing.

Get the Windows XP Resource Kit and use system policies to lockdown the
system.

Simply configure your network's firewall and/or proxy server to grant
"passage" to only those whom you've selected.

I need to do it on a user-by-user basis. From time to time I block
access to MSN for my teenager, and up until now I've been able to do it
with file permissions (Messenger) and mapping the URL for web messenger
to the PC itself in /etc/hosts.

This approach worked fine until I found about the ability of Windows
explorer to browse (!).
