How to prevent passwords from being changed?

In Windows 2000 and XP, it's well known on how to force users into
changing their passwords every so often. My question: how to *prevent*
users from changing their passwords. I'm working in a classroom, and
the teachers I'm working with have been frustrated that certain
students are putting passwords on the accounts that are meant to be
used by all the students. The teachers want it so that the account
remains "open" at all times. Any ideas?

I take it that teachers (and you) haven't a clue on how to configure the
attributes for accounts, like in which group they are assigned and how
to simply check the boxes in the properties panel for an account
regarding passwords.

If the teachers are letting every student use an account in the
administrators group well, then, these teachers have opted to let
everyone be an administrator. Even the Greeks and Romans had their
stories about the problems when there are multiple gods vying for
control.

No one has even bothered to look at the advanced properties for the
accounts? How about simply checking the option "User cannot change
password"? At a command prompt or using Start -> Run, run compmgmt.msc
(or use the shortcut in the Start menu for Computer Management under
Administrative Tools) and go under the Users node to configure in which
group that account is assigned and the options regarding their
passwords.

OK, thanks for the tip. But now I've run into two more problems (and I
encounter these under the Administrator's account, under which I
should be able to do anything):
1. On some machines (the ones with the problem all run Windows 2000),
when I enter Computer Management and click to Properties for the
accounts (to check the option "User cannot change password"), the
Properties page never comes up, and when I try to close it, it says
"Please close all properties pages".
2. On the same machines with the problem in (1), when I try to copy an
entry from one Start Menu folder to another, it just doesn't copy. The
results are the same whether I just right drag one entry to the new
location, or open Windows Explorer to do so. The only workaround I've
come up with is copying using the command prompt.
Any ideas about how to solve these problems?
