In Outlook, how to send an email with a security setting that prevents
the recipients from forwarding it. Can this be acheived without buying

No, unless you are within a Windows server 2003 domain...and 3rd party
software won't do it either. Once that email has let your machine you have
no control over it at all.

Using INformation Rights Management (comes free with Windows 2003 server but requires an additional installation - not a default install) you can prevent all kinds of actions. However, realize that once it leaves your machine and is on another machine, all bets are off.
