How to permanently remove ctfmon.exe

I apologize for revisiting an old issue but I am trying with someone to deal
with the ctfmon.exe file that runs with each start-up on his machine.

We have used Regcleaner, MS-Config, StartUp-Cop...... to try and get rid of
this executable. Also removed the Alternate Input portion in MS Office 2003
Professional, as well as delete the file itself in the Windows directory.

But it keeps coming back. And my friend goes near-ballistic when it does. I
think it has some subtler meaning for him but am afraid to ask.

Short of calling a Voodoo priest, is there anything that can be done on this
score? I have Googled away a bit but almost all links seem to extol the fact
that this is a safe executable.

ctfmon.exe = CTF Loader. Part of Microsoft Office. It activates
the Alternative User Input Text Input Processor (TIP) and the Microsoft
Office XP Language Bar.

When you run a Microsoft Office XP program, the file Ctfmon.exe (Ctfmon)
runs in the background, even after you quit all Office programs.

Ctfmon.exe monitors the active windows and provides text input service
support for speech recognition, handwriting recognition, keyboard,
translation, and other alternative user input technologies.

ctfmon.exe: This is your "Language Bar." Don't know what it is? I bet you do
not need it. Head to Control Panel -> Regional and Language Options ->
Languages TAB -> Details BUTTON -> Language Bar BUTTON (under
"Preferences") -> select the "Turn off advanced text services" check box.
This little detail will save you between 1.5 MB and 4 MB of RAM. If you are
using a "non-US" version, you may be required to install the English
localization to remove this "feature."

as directed. We shall now wait and see if the pesky little thing comes
back!

Combining the valuable information from the three responses above this post
we were able to stop ctfmom.exe from starting on its own for a few start ups
so far! This relieves my friend a lot, I dare say.

I am very grateful for the valuable responses and the time and effort taken
