how to maximize new window

hi i'm using wxp, sp2 and recently had a new driver installed. now when ever
i open a new window its not full screen. i've gone into start>all
programs>select a program>right click>properties>short cuts>run: MAXIMIZED

but that hasn't remedied the problem. any suggestions? thanks.
 
Open one window. Drag and move to make it full size. DO NOT USE THE MAXIMIZE
BUTTON. While holding the cntl key click the X to close the window. See if
that solves the problem.
