How to make taskbar narrower?

I'm new to XP from Windows 2000 & have encountered a problem with the XP
taskbar that was never a problem with 2000.

I've added some programs that show up in the notification area/system tray.
There are nine icons there, and they have configured themselves into three
rows of three.

This has caused the taskbar itself to double in width. If this happened in
2000, I could grab the top edge of the taskbar and drag it back down, but
it's not working in XP.

The task bar is not locked, of course. I can drag the top edge up so the
taskbar occupies half the screen, and I can drag it down so it's just a thin
grey line, but I can't make it go back to its original width -- it won't
budge from double-width.

How can I get it to go back to its original width?
 
Nothing to do with system tray. It sizes itself to suit the bar. All toolbars must be on one row. If there is a toolbar on top of another then minimun size is 2 x normal height. If three toolbars are on top of each other then minimun height is 3 x normal height.
