How to make system wide changes

Here is my situation. I have several new PC's with
Windows XP Pro, that I need to setup for different users
on my NT domain (non AD). Everytime I sign a user into
the computer I have to re-configure all settings such
as: Printers, Power-management, cosmetic (desktop, start
menu, taskbar, IE). My question is how do I make these
settings system wide so that all users who log into a PC
will have these settings already configured?

Any ideas would be appreciated.

Thank you for your response. However, I am familiar with
GPE, and it does not allow me to specify the settings I'm
looking for. I am able to restrict many settings with
GPE but not customize. Say I wanted to customize the
desktop theme to Windows Classic for all users, and also
the start menu, plus I want to change the default Power
option to NOT turn the monitor off after 20 min. Can I
make these settings system wide so they apply to all
users who log into this system?

Hi

Set up a user the way you want it. Copy this user's profile to the
"Default User" profile folder (you need to do this copy with another
user that the one you set up as a "template").
