How to make portable Excel Viewer?

I wanna burn a CD with Excel tables. And I want to be sure that any user will
be able to read this tables. How to burn Excel viewer that will work from CD
on any PC without installation?

Save these Excel tables as HTML files, which will include HTML tables. Then
anyone with a browser could read them.

Microsoft has an Excel viewer, but I doubt you could legally include it on
CDs you give to other people whether you charge them for the CDs or not.
