How to make Hyperlink open in new IE window, Outlook 2002

Using Word as the email editor here. Is this a function of how IE works, or
how MS Word works? Tried looking in tools/options of both, but didn't find
any controls on how hyperlinks are handled.

It's an IE setting. Click Tools>Internet Options>Advanced. Uncheck "Reuse
windows for launching shortcuts".
